'Faithfully' may be the more likely source, as 'All The Right Friends' was a very obscure R.E.M. More blatantly, it also resembles 'Faithfully' by Journey, which was written not long before the REM song.
Therefore, similarities to rock songs are to be expected. Do note that the series is known as Rockman in Japan, and thus intentionally has rock music in its soundtrack.
